Dr. Holly Orozco is the Senior Advisor for Substance Abuse Policy for Arizona Governor Janet Napolitano’s Division for Substance Abuse Policy. She acts as the assistant director for the Division, managing administrative and programmatic issues, and assists with strategic planning for how substance abuse is impacted statewide. Additionally, Dr. Orozco directs the Governor’s Underage Drinking Prevention initiative. Her prior work in substance abuse prevention was in Orange County, Calif., where she worked for the Alcohol and Drug Education & Prevention Team. As a Prevention Specialist she helped community coalitions in southern California address their alcohol problems through environmental prevention strategies and policy change. Prior to that, she was a Health Educator at 14 Native American tribal reservations in San Bernardino and Riverside, Calif., working to prevent substance abuse, school drop-out, and teenage pregnancy.

Dr. Orozco has more than 15 years experience in the field of public health. In addition to her substance abuse prevention experience, she has worked as a Research Associate for the University of California, Los Angeles’s Center for Health Policy, and as an Assistant Professor in the School of Nursing and Health Science Program at California State University, Los Angeles. She has a wealth of experience developing and teaching public health courses. Dr. Orozco graduated with her Master’s degree in Public Health with an emphasis in Community Health from Loma Linda University in 1993 and completed her doctoral studies in Public Health with an emphasis in Health Education and Health Administration at Loma Linda University in 2003. Dr. Orozco is married and has a young son.
